you can use a basic sugar cookie recipe and then go and get some bridle cookie cutters from any good bakery store. ice them and you are done.

That depends on what type of cookies/favors you want. I bought a book that came with 2 cut-outs to make cookies in the shape of a wedding cake and a bouquet of flowers. You can get cut-outs that look like ringing bells too. Do a search on Amazon - you should be able to find something.
