i dont know about pre-owned. but michaels and walmart sometimes have good wedding favors for not too expensive.

I don’t know of any place to find pre-owned favors, but they do have a nice selection of wedding favors at PlanningPad.com that are less than $1.00 per favor http://www.planningpad.com/favorsunder100.html
One of my favorites is the "Love Grows" favor http://www.planningpad.com/17003.html These are fun and beautiful - each daisy-shaped favor is packed with wild flower seeds, letting your lucky guests grow real flowers!
Another cute and well-priced favor is the "Love is Brewing" Teapot Tape Measure Keychain http://www.planningpad.com/18017na.html I’ve never seen anything so cute and unique - the tape measure actually feeds through the spout!
