People dont want those teabags, no matter how cutesy they are. The good thing about rice or birdseed or candies is that they will decompose when people throw them. The teabags, strings, labels, staples, and stickers will go to the landfill and taxpayers will deal with it. Dont ask your guests to go home with 4 tea bags apiece.
