Hands down the best party favor is one that actually interacts with the guests. You should look at photo/video booth software. There is a new concept out there of a video guest book that also makes party favors. The way it works is that the bride and groom record a thank you message and then the guests take a picture and record a wedding toast. The picture of the guests and the bride and groom are on the card sized party favor along with the small photo frame. It's a really cool unique concept that combines entertainment and party favors together.

Look at http://www.memory-maker.com

Play the video and you will get the concept. I think they have a dowloadable software version to convert any laptop into a photo booth if they don't provide the service in your area.
References :
I'm getting married in 5 days and we're having a selection of things for the guests (not putting favours on tables, but giving them a few gifts throughout the day).

Firstly, when they enter the wedding reception, instead of an ordinary tableplan, we're having little bunches of flowers for each guest, with their name and table number tied on with a ribbon. Later on during the evening we'll have Leonidas chocolates on cake stands for the guests to help themselves. We're also having the flip-flops for the ladies with sore feet to help themselves to (you can get them in Primark - very cheap) and lastly we're having a selection of 'retro' sweets in baskets scattered around.

It sounds like we're spending a lot, but all of the above is inexpensive.
References :
It really depends on the theme and what she's into. She can get baby trees that the guests can plant themselves from Arbor Day Foundation for 2-3 dollars a piece. It's much less expensive than other non traditional favors and will leave a lasting impression on the guests. They come in bags for $2. and in a tube for $3.
References :
I've seen lots of ideas from ice cream scoops, whisks and cookie cutters to soap, flip-flops and sapling trees. What is the theme?
