Hmmm...how many are you thinking of giving to each person?  I'd say anywhere from 1 - 3 at least...

You could wrap a ribbon around a group of them (two or three), then stick the ribbon into a corner of the seating card.

They're individually wrapped, so you could glue one or two to the card itself.

You could ask the venue to simply lay them at each place setting, and put a little note on top.

(You may want to look around for a better price.  I found them at Oriental Trading Company slightly cheaper, but I know I used to buy them for about $10/box.)
