It doesn't have to be expensive but it's a nice gesture. 
Also I understand that they have requested no gifts. But you may want to put in the invitation, that if each guest can bring 1 carnation, and add it to a vase, that will be placed in front of your mom and dad's table, then your mom will have a beautiful vase of flowers to remember her party and all the guests that came.
