Cheap candy/choclate for wedding favors?

I need to fill about 150 favors..they are cone-shaped cellophane bags..the cones are pretty long so i will probably need about 20 wrapped pieces of candy/chocolate per cone. Any idea where I can find CHEAP candy or chocolate…and I mean CHEAP..i’m on a tight budget
